This Action takes a CSS positioned element (a layer) and converts it into a footer item, which will always be at the end of the page. The position of the footer is based on the lowest NON CSS element (or if you are using the Relative Page Layout Action, the lowest layered element)on the page.
If you are using the Relative Page Layer Action, make sure to switch the Relative Page Layer Action checkbox ON.
1 - Switch the CSS button on the tool bar ON
2 - Draw out an HTML element the full width of the page (this is important)
3 - Apply the Make Item Into Page Footer Action to it
4 - Add decorative elements inside this item.
